/suggest/endorsements

This method is used to suggest some skills for a particular person that you might want to endorse.

if no person is specified then the person you can endorse and the skills which you can endorse are randomly selected from the list of people you follow, the list of people that follow you, the list of people that have the same manager, and anybody you have previously endorsed.
